From June 2009 until June 2010 EELC carried out a project in which the practice and legal stipulations of planning the objects of significant spatial impact was analyzed in order to identify the material and legal problems related to it and offer solutions to them in the form of proposals to amend the legislation.
The aim of the project was to create a regulation of planning of large objects that would have a logical material and legal structure, which in turn would make the decision-making process of planning the large objects more understandable and easier and would clarify the rules of public participation in such processes.
Within the project EELC cooperated with the Estonian Green Movement (Friends of Earth Estonia), transport specialist of whom advised EELC on mapping the problems related to the construction of large objects and on offering solutions.
The project was carried out with the support of NGO Fund that is financed by governments of Iceland, Liechtenstein and Norway. Financial support was coordinated by Open Estonia Foundation.
